that you are installing some system files that framemaker is dependent on. If they are not the versions of those files XP is using XP protects it's system by putting them back to the version it wants. Then the window installer attempts to do a "repair" when you start framemaker to put back what it wants. The thing is those files are probably already in place just a different version so framemaker still works fine.

The only safe way to install MS system components when you are using the Windows Installer (msi files) is to include merge modules into the install designed for precisely that purpose. I'm not sure how Winstall works, but most of the major 3rd party install creaters include a selection of merge modules for system components.
