the most likely answer is that b1 is the first contravariant component of a vector and b1 is the corresponding covariant component, where

   bi = gijbj    (sum over j)

and gij is the metric tensor.

If they occur in the same equation, the equation is probably

 b1b1 + b2b2 + b3b3 

otherwise known as the dot product of b with itself.
