I can't guarantee it'll fix your particular problem but I found that when my Win2k user profile started approaching its limit (in my case partition size but you may have an enforced limit) IE stopped saving files to 'Temporary Internet Files'. I cleared out 100MB of assorted crud and my history worked again.
