Well it's time for me to get back to writing code instead of trying to break this one...anyway here's what I've come up with so far for anyone else that's working on this. No answer yet but plenty of analysis.

Replacing numbers with letters ( 0 = Z, 1 = A, 2 = B, etc. ):

AABFCB FBCZ HAIFGBGH AEF AZFCZFZ AZHGHGBHEBGCHGHGB AFHICBFZC AGZZHIF BDFBEBGFEAE ADABACAIABACACCBCBBIZ DAH

Index of Coincidence = 11.1% (too high)

Digram frequencies:

cb 4 = Y
hg 4 = X
ab 3 = W
ac 3 = V
bg 3 = U
gb 3
gh 3
ae 2
ai 2
az 2

Replacing digrams with new letters:

AWFY FBCZ HAIFGUH AEF AZFCZFZ AZXXBHEUCXXB AFHIYFZC AGZZHIF BDFBEUFEAE ADWVAIWVVYYBIZ DAH

Index of Coincidence = 7.4% (slightly high but possible)

Single frequency looks off, not enough letters and too many As and Fs

Digram fequencies no longer helpful. (all occur two times)

ae 2 = S
ai 2
az 2 = T
cz 2
eu 2
fb 2
fz 2
hi 2
if 2
wv 2

Attempting to reduce frequency of letter A by replacing A# digrams:

AWFY FBCZ HAIFGUH SF TFCZFZ TXXBHEUCXXB AFHIYFZC AGZZHIF BDFBEUFES ADWVAIWVVYYBIZ DAH

Index of Coincidence = 6.2% (near perfect)

disproportionate number of Fs in single frequency analysis

Digram frequency:

ai 2
cz 2
eu 2
fb 2
fz 2 = R
hi 2
if 2
wv 2
xb 2
xx 2

AWFY FBCZ HAIFGUH SF TFCZR TXXBHEUCXXB AFHIYRC AGZZHIF BDFBEUFES ADWVAIWVVYYBIZ DAH

Index of Coincidence = 5.5% (low but possible)

...And at that point I started trying to substitute letters and make it say something. So far all attempts have failed. When I come back to it I think I may go back to before I replaced the diagrams that occur twice and reevaluate the situation from there.
