I remember that movie too, I think it was some chris tucker thing, but I think the "pretty hot and tempting" bit was made up for the movie, after "phat" had already been in use for a long time. When I first started hearing "phat", it was usually in reference to a phat spliff or joint, and I always assumed it was just a play on fat. Fat for a joint is a good thing, hence "fattie". From there usage broadened to other things, but I'd heard it for years without hearing anyone describe a slim woman as "phat". The "pretty hot and tempting thing" was a gag that went kinda like this:

(enter hot chick)
Chris Tucker: "Wow, you are phat."
hot chick: "excuse me?"
Chris Tucker: "You know, p-h-a-t? Pretty, hot, and tempting?"
hot chick: "oh"
Kinda a stretch I think.
