Most people never even come close to using all their computer's horsepower anyway
I'm running Windows ME on my system right now.
Booting it without anything else running eats up 20-25% of the system resources.
Now that I've dropped a payload of TSR's on my computer, that I use with a good amount of frequency, booting up eats about 30-35% of my system resources. I currently have 1 instance of Outlook, 2 instances of explorer, AIM (2 message windows), MSN, ICQ, ATI, Norton AV and Internet Security, Download accelerator, Lexmark monitor (printer), and a UPS monitor, running - and the system properties said I have 16% of resources free. This is on an Intel PIII 1GHz machine with 512 MB RAM, mind you.
I don't know about anyone else, but I get the feeling every now and then that windows was designed to look for and consume resources as they become available. =)
