It's an Executive Agrement. Signed back in the 70ds by Ford (I think, might have been Nixon). The US Supreme court has ruled that Executive Agreements are equivelent to treaties and therefore equivelent to The US Constitution. BTW, the Executive Agreement has been signed by over 100 other Heads of State. Basically they all agreed that killing each other was a bad thing. If I remember correctly Iraq is also signatore. The agreemen kept coming up at security briefing I attended during the golf war.
