It sounds like you have old ethernet coax. The way it is used is to put a ungrounded 50 ohm terminator on one end and a 50 ohm terminator on the other with the cable shielding grounded securely. The access point is a tap thru the shielding to the core. This can only be done at either the marked points (if the terminators are at the right places, or a specific distances (which I have forgotten the distance off the top of my head). Right now I cannot remember all of the rules, but I would suggest that it is not worth it.
