First off, let me preface this with the fact that I am currently not a member (hey, give me a break, I'm looking into it) so what I may be suggesting might be just a load of hot air due to the fact that I'm not personally familiar with the membership application process and rules.

My suggestion is to allow for "gift" memberships (e.g. can purchase a membership for a different username than the username signed in as). Then, have sponsors in the US/Canada that have a credit card that can purchase gift memberships. A person who is interested in a membership but for lack of means cannot get one, could be "sponsored" by a designated sponsor for the price of a membership (Western Unioned or however to the sponsor).

The main problem I see with this is liability. I don't know if anyone that is directly associated with UF would be willing to arbitrate between sponsor and sponsored. Also, who could be sponsors? I would suggest that only existing members could be sponsors (and active members at that - there are certain people that I would trust more than others just due to their activity on the board and their desire to continue to see UF grow) and if they fail to uphold their end of the deal as determined by the aforementioned arbitrator, then their account would be disabled until they met their end of the deal.

Again, this all maybe hot air because I'm not familiar with the membership process. Take it for what it is - a suggestion/study of feasibility.
