First of all, maybe a letter doesn't appear which is rather frequent in the english language. Then if you assigend the letters to symbols, like so for example:
E T A O I N S R H L D ...
A J G N P D E K L M ...
You could do the replacement. But if, for example, O doesn't appear in the plaintext, then the assignment should look like this:
E T A O I N S R H L D ...
A J G N P D E K L M ...
Is what I think.
Also what I did was, take the numbers, do a mod 26 on them to get them into range and then take the result as letter.
