Another thing I tried was expanding the reciprocal pair idea to include any pair that added up to the same sum. For example 30, 03, 21, and 12 would all represent the same character. This reduces the number of possible letters to around 17 for the phrase which is a bit more reasonable than the other possibilities I came up with. This method also gives a fairly good looking frequency analysis, but I haven't played with it enough to see if I can actually get it to say something.
