I never did come up with an answer that made much sense but I got a few that started to like the one you posted. I did the counting thing too and realised there was an even number so I ignored all spaces and grouped numbers into pairs. Another thing I noticed about the code is that many times a given pair's reciprocal pair will also appear...like 78 and 87 or 26 and 62 so I went ahead and assumed that reciprocal pairs were in fact the same character and that gave me a more realistic frequency analysis. Even with that though the best I've come up with is a string of letters that resembles english letter patterns but still doesn't actually mean anything. Still watching this thread in case someone else comes up with an idea...
