or sometimes it indicates a desire to sound casual and nonchalant; then some people try to write in a way that reflects the way that it sounds....
in some limited situations, it might be appropriate to write that way, even though it is not grammatically correct.....

example of casual style : "Gee whiz Boris, Ah guess Ah shouldn'tuv left yer steak on the grill so long -- kinder looks like it got nuked! Too bad it didn't have some of that Star Wars stuff to protect it."

example of formal style : "President Putin, I feel I must apologize for the condition of your steak -- I should NOT have left it on the grill for so long."
