Defacing the moon is likely to make a few governments a little upset with you. Putting his own face on the moon is likely to get him shot, imprisoned for life, or even nuked. Unless Peter has more minions than I think, he doesn't stand a chance in a direct confrontation against the US military.

Personally I think he is preparing to unite the world in the "fight" against the "evil" smiling man terrorist organization.

Alternatively, every evil genius needs a figurehead to hide behind until the time is right to take the reins openly.
