of people who get certifications.

The most common type are those who heard that there was a lot of money in the field of X, and wanted to get an X job but knew nothing of it and had no experience. They take the certification to get a job, either expecting to really learn something in the course, or else figuring that they could fake their way through it once they had the job. Of those who actually find work this way, about half the time they got the job not because of the cert, but because they are fast-talking con artists who just use the cert as a prop to get in the door with. Most of them know little about their jobs and care even less, just so long as they keep getting paid. The ones who actually do care are more dangerous, as they really do think they are experts and won't listen to even the most obvious advice.

The other type, far rarer, are those who have been doing X for years, but for whatever reason it doesn't help them when job-hunting - they've been in school for ten years studying X, but never had a job in it, say, or for come reason their experience is so broken up among different, unrelated jobs that it's hard to point to a place on their resume and say, "I did X at this job for this many years." They get the certification with the idea that it will somehow 'demostrate' that they have the skills they really have - only to find out how little weight the certification actually has. Usually, they have a lot more skill than the certification would imply, but not always in a way that is practically applicable. These are usually the few who are really worth hiring, but because the real reason they couldn't find work had nothig to do with their skills and everything to do with their lack of self-confidence (or social skills, or whatever), they often remain unemployed for long periods of time no matter how good they are. This is the category I fall into myself, BTW, so my opinion is more than a little biased...

The third type are those who took it because of some corporate mandate, or because the training course was available and would give them what amounted to full-time pay for half-time studying. These are the raest, and their skills can vary widely between far beyond the level of the certification to barely existent. These ones almost always pass the tests, because they companies hire clever teachers who show them how to pass the tests without knowing a damn thing about the subject. The only redeeming feature of this type is that many of them were already familiar with X and thus are reasonably competent despite the certification course.
