the "beauty" of i_am_pi's solution is that he's performing some pseudo bandwidth-stealing and not using his own bandwidth. His site is just saying to the virus "download this file (on the Netscape FTP server) instead", so the connection to his server gets broken (I assume) and the virus makes a connection straight to the Netscape FTP server instead.
