I thought it referred to the people in the White House as being reactionary i.e. an administration that doesn't have any long term-plans, one that just "reacts" to one crisis after another.

This used to be a term that communist countries would use when denoucing democratic countries.

This would also be consistent with Pitr's whole "Evil Overlord" attitude.
