I assume he is implying that the whitehouse is rather messy in its reactions... that it is quite a mess when it comes to reaction upon something (for the sake of argument a political issue), a mess of reactions messily messed up and reacting upon itself in it's own mess of reactions - a "Mess Reaction", as opposed to a "Mass Reaction". Whatever it is/was it is/was messy ;)
