:) Illiad is commenting on what type of English they use. Pitr speaks broken English well, after all... :) In this case, there is good English, average English and poor English. The cosmonauts speak good English. By this I mean that the quality of the English they happen to speak is "good". This clearly (and correctly) implies that they speak the language well, because they speak a high-quality version of the language! :) so there
