Do they speak good English, or speak English well?

If they speak good English, that means the language is good, and has no bearing on their communication skills. Good is on the continuum "good, better, best". See good, esp usage note 1.

If they speak English well, that means they use English successfully or effectively, skillfully, proficiently, etc. See well.

English-speakers frequently misuse good and well, thinking they are synonyms, but they are not.
