They can be very useful for conveying additional information/meaning/context that the reader may or may not be aware of, but does not warrant or comfortably fit into an additional sentence. I view them in a way similar to commas: use them if you think they will improve the clairity of what you are saying, just be careful not to use too many. There's some room for personal style.
