Where thought is forbidden, and obedience is king. My father was a WWII vet, and he would sometimes theorize why the American army was better than the German army of the period. A theme he would often return to was that U.S. troops thought for themselves, while German troops were slaves to obedience and discipline. There's a certain truth to this. While discipline and chain-of-command is vital to any organization, especially the military, the ability for troops in the field to think for themselves at all levels gives a versatility and resourcefulness that you simply can't train into obedient underlings. It appears to me that the rot that inevitably sets in in any organization begins with the promotion and success of underlings who refuse to "rock the boat", who do what they're told, blindly obedient to authority. Even if that authority is a little red light. Eventually importance is shifted from getting the job done to following proper procedure and being a team player, especially once the drones who blindly obeyed authority work their way up the ladder into positions of control. They're not being sent back for re-training for any lapse in judgement, intelligence or competence, but for the crime of thinking for themselves.
