IIRC, depleted uranium is still radioactive, but only mildly so, and not enough to pose much risk to anyone.

Regardless of whether DU is radioactive or not, the principle of building a "dirty bomb" (not to be confused with a "dirty nuke", which is something different, and nastier) is simple. Take a large amount of C-4, Semtex, or even fertilizer and crude oil, mix in a few lbs/kg of powdered radioactive material (after-market plutonium from the former Soviet republics, perhaps?), and set it off in a major city.

In addition to the damage from the explosives, you'll end up with quite a few people getting radiation poisoning, and even more people with cancer farther down the line.
