"stupid" at all. Had the fact that it was a hoax been known at the time the laws were/might have been created, THEN it would have been utterly stupid. But I already know that there are stupid laws on the books, so no need to lecture me there. As it was, there were few enough (if any) people who knew the truth at the time this first came out. The hysteria swept the US (and possibly other countries), and this did indeed come up before Congress. Whether anything was done about it at the time I don't know. Nor do I know if those measures would still be in effect today.
