This is something worth an article, so I'm going to write it this week. But in brief, keep in mind that the ideal you described (which I and many others have subscribed to) was formed in the context of a 'Net that was purely the domain of academia. Academia is often heavily funded by the government, and as students we don't see the costs associated with sustaining this 'Net after we paid for our tuition.

So you see, the 'Net was never "free." It was simply subsidized.
