This is an expression of the insights of the masses where the Dominator (in this case Evil Genious) is blinded by the arising possibilities to realise his dreams of power. Sometimes the 'little man' is the more insightful simply because the 'mumbling masses' are not generally blinded by the glory as much as the Dominator is. In short this is a perfect example of the distance in mind-power between those who have power, those who desire it, and those who feel they have enough power as it is. (This is also the reason Pitr is still reading "Evil Geniouses for Dummies" and has not yet advanced to the proffessional level. He knows the methods but has not yet learned to lay the groundwork as firmly as needed for all his plans to fall into place.)
