I first heard a version of this in the UK at the end of the 1950s, following the first wave of Caribbean immigration.
It was supposed to be sung to a Calypso beat.

The problem then as now is that there was a need for unskilled labour, and 99% did come to work, but the 1% that skive are much more visible, just because they are not in work all day.
