We definitly agree on the last statement. I consider myself to be fairly intellegent, but I doubt my abilty to learn another language without being submerged (hell I can't even spell my native language.) So if we require a language will you deport them if they don't learn in 1 year, 5 years? Will you require it before they arrive? I don't think requiring a language will do a darn think to change the personality of an adult. The inner-city is a prime example. We spent time and money trying to change adults. All we have is a few success stories and a whole lot of children raised by the failures. We should focus on teaching in elementary school where there is still a change to motivate. (I don't think I am a racist, just cynical about the chances of an adult changing who they are. The slaves would not have become successful business people by freeing them, but their children could have been if the US had really belived in equality.)
