Seems it was all a misunderstanding.

And I'm guessing it is an unhealthy fear of such misunderstandings that makes the "racist" attack such a hot potato. If it was some religious or cultural symbol on this flag, the council would fall over backwards trying to turn a blind eye, and only take action if someone actually complained. Such is life.
