They are hampered, but so are people who don't get a highschool degree. I guess I wonder at the vehemence of some people who think English shloud be required. Yes, it would make their lives better, but that is their choice. (I do not think the government should ever ever ever give any welfare to an illegal immagrant, I just don't think we should require legal immagrants to speak english. I don't see a benefit to us as a country.)
