I see lots of legal citizens who speak Spanish only, but I don't see illegals expecting government forms in Spanish. Nor do I see them useing much more than the free health care. INS is pretty active, they ship 50 to 100 illegals out of Albuquerque at least twice a week. Yes, I have heard the retoric, but I have never seen any facts here in New Mexico to support it. Perhaps other states are different.
