Though it is a knee jerk reaction to start makeing Orwell comparisons, you must look at the assinine structure our current agencies work under. There is no clear channel for communication between organizations that MUST share information to keep our country safe. Clearly some change must occur. The CIA and FBI stay separate intellegence and enforcement agencies under the plan and the Homeland Defense becomes a central information gathering and interpretation point. Over all I believe it is needed...however...unfortunately there is also great opportunity for missuse. We shall see what the future holds.
