The pairs of numbers appear in groups: there's exactly one of 1-1, 1-2, 1-3, but no 1-4 or above 2-1 to 2-7, but no 2-8 or above etc. The only exceptions to this are 22-1, which appears twice, and 11-4, 19-5, 20-2 and 22-2, which are missing (errors?). Maximum second number for each first number: 1-3 2-7 3-3 4-2 5-3 6-6 7-2 6-5 9-4 10-3 11-9 12-3 13-1 14-3 15-3 16-3 17-6 18-3 19-9 20-3 21-7 22-7 23-7
