Have you tried Mon?. It's a linux-based monitoring program that can email and even dial a modem to page someone if the whole network is down. We used it at two different companies I worked for and had very little trouble with it. The only problem we had is that by default it's too sensitive. Mon would page and email us if there's the slightest glitch when pinging some remote servers. We had to set it up so that it would only alert after so many failed attempts.
