She is Queen Elisabeth I of Scotland.

Because the Crowns were unified under James I of England, who was James VI of Scotland and Elisabeth I (of England)'s Nephew (or something). He inherited because she died childless, so until 1952 there had never been a Queen Elisabeth of Scotland.
