Just read the story. All it says they are doing is using the same conduits (right of ways) as their power cables are going along. As long as they use fiber or well sheilded copper it shouldn't be prone to any interferance from the power cables.

It is NOT a signal over the power lines. It is just a different route to get a piece of fiber from point A to point B. (Avoiding the monopoly like grib the local regional bell company has on the possable route)
