But it was recently raised from 15, and I don't know if this happened before that or not. Even so, in this fine country, civil charges are MUCH easier to get a guilty verdict on, and have much harsher penalties. Plus, there's a window of a few years, and many of the players at 18 or 19 would be within the limit. Large payoffs, such as the one being sought here, are big headlines. That's one thing that's been sadly absent. The worst thing you can do to an institution like this is tarnish its name.
