Ummm...there is no such thing. Nuclear weapon detonation affects the entire planet. Even low yield nuclear weapons produce harmful amounts of fallout. Letting these 2 countries go at it with nuclear weapons is like letting children play "cops and robbers" with real guns; nothing good will come of it.
