weapon control has never worked throughout history. usually it does just the opposite and incites conflict. the policy has never worked and shouldn't really be applied to nukes. nuclear weapons have only been used in one war and that was at the end when the us made japan think we had bombers lined up with dozens of them. gas has been used even in recent conflicts and that's illegal. the sheer knowledge that nukes will cause prolonged, lingering, horrible things has tended to be enough to prevent thier use.
