Here's what I get if I make a few corrections.

(s/s and r/t ended up in the same spot, the _ represents an empty spot in the plain text solution)

Explaination:
1) Treat each pair of numbers as coordinates.
2) Use the whitespace given to group blocks together.
3) Assign letters to each block (l to r then up to down, in alphabetical order).
4) Make a table and put in a letter for each assigned coordinate (I used the coordinate format of (column, row) but the other should be just as easy to see).
4) There are blank spaces (empty cells) between letters where punctuation goes.
