what would cause a Linux server to stop processing login requests?

I have a RedHat 7.0 box, kernel version 2.2 (some revision, whatever came standard with the install) with a nonfunctional login screen at runlevel 3. It prints /etc/issue and asks for a username like so:

Red Hat 7.0 (Guinness)
Kernel 2.2.somerev on an i686

linuxserver login:

But if I enter any of the valid users (such as root, as well as a few other users that I created), the login prompt just respawns. I don't even get a "Password:" prompt. Prior to this, the machine was working just fine. I had just installed Apache and INN (setting up a webserver / newsreader for a friend's intranet). I didn't do jack to /etc/passwd manually; is it possible installing the RPMs for those programs did something to /etc/passwd, rendering /bin/login unable to read it?

I haven't tried to get into single user mode, as he's using LOADLIN to run Linux and just found out today that you can indeed pass both kernel parameters and arguments to INIT through that program.

Any ideas, minna-san?
