I vacillate on this topic constantly (not really). Voluntary standards are optimal when the standards enhance your business practices and create value therein. We are such imitators; if Company XYZ is achieving record profits by following ISO, then Company ABC will soon follow suit. We have internal standards at my company and are periodically evaluated on our compliance. My department always has one of the highest ratings in the country and we are proud of that. If other offices don't wish to follow suit, that's their problem.

Mandatory standards also have merit in that they ensure quality for the consumer of an industry's output. The problem really arises in enforcement. Layers of bureaucracy are injected into the mix, paving the way for corruption. It's a vicious circle because once corrupted, the standard ratings have no value.

Excuse me while I decide whether or not to vacillate.
