first check to make sure KDE is in your path (which it probably is ^_~)
$/:which kde
(or however you start KDE since I don't use it) once you know that make sure that the global read and exec are set on that file
Sometimes packages just get a little messed up and have funny permissions set on them (it's worse when they make something insecure as a result of "funny" permissions). Also make sure that a user can at least read the necessary config files for KDE.
If all that passes muster, perhaps XFree isn't configured correctly and you should try taking a look at the permissions on that as well (though if you installed that from packages it *should* have the correct permissions setup on it at least...)
