...that Schol is talking about mandated regulation, as opposed to a voluntary quality management system. Both are interesting ideas, but hardly interchangeable... ya know, apples v. oranges... :)
ISO is intended to be a system for voluntary management of quality processes. It's not used to mandate or legislate anything, it is merely meant to be a structured way for an organization to measure what/how they're doing against what/how they could be or want to be doing. This is meant to foster quality and effectiveness within an organization.
I believe that what Schol is proposing is a mandated regulation of the Information Technologies industry. While improved quality and effectiveness would be desirable, those concepts would not be the primary aims. Such regulation would primarily concern itself with standardization across the board- making sure that everyone's doing the same thing the same way. Basically, that kind of organization is more for preventing harm than anything else. It wouldn't directly cause growth and effectiveness, but it could potentially aid growth and effectiveness by implementation of a minimum set of standards.
...and yes, I was an ISO coordinator... what gave me away? :)
Please feel free to correct me if I'm mistaken on any of these points... I don't want to mislead, mis-quote, or mis-represent anyone here... and please don't read anything into the above. I'm not attempting to advocate any one particular view, I'm just trying to make sure I understand it all.
