Under Windows you also can use <ALT NUMKEY-3 NUMKEY-4> (a double quote is ASCII 34).

What? You can't see a difference? Use your mouse and select the indented quote signs. You might see the difference then.

<ALT NUMKEY-3 NUMKEY-4> means: Press ALT, hold it, type NUMKEY's 3, then type NUMKEY's 4, then release ALT.
