One idea I thought of was to look at the relative distance that each of the number is away from the previous one.

e.g. Assuming the '~' at the top is the starting position, then the distance to position 1 is either 9 (going clockwise), or 23 (going anti-clockwise), the distance from 1 to 2 is either 14 (clockwise) or 20 (anti-clockwise).

I had written down a list of all the others, but I don't have my notes with me at the moment - I was thinking that maybe either the value of the distances corresponded to the letters in the message, or that they indicated how far to move forward or backward in the alphabet for each successive letter (sort of like the combination on a safe).


The other interesting thing to note is that most of the non-numbered positions are indicated by a comma, but there are some which use other symbols (' - _ and ~) - I don't know if this is significant or not.

I haven't had time to look into any of this more closely, but maybe it will give someone an idea...
