Powered hubs give full voltage on all of the USB ports--it's the USB equivalent of an Ethernet switch. Non-powered hubs (also referred to as "bus powered") are essentially glorified conductors and provide no additional voltage from what the PC generates. This means that if the PC is providing a fubared voltage on its USB ports, the "bus powered" USB hubs will also provide the fubared voltage. Powered hubs do not have this problem.
Yeah, if ME doesn't like your h/w, you're looking at singing the PC Technician song ("FDISK, Format, re-install, doo-dah, doo-dah..."). You might try disabling (rather than removing) the USB controllers in Safe Mode, then doing a system restore from normal mode.
Or just fsck it and pony up for Windows 2000 Pro :)
