Some computers, specifically Dell computers, have "issues" with their USB controllers not delivering sufficient voltage to the USB ports. If you can get into safe mode, try removing the controller there (basically everything listed under "Universal Serial Bus Controllers"). As for his camera, try a powered USB hub and see if that does any good. Nathan
