... and used only once. Someone said that the diagonal lines mean a continuation of the list of numbers, so the 13.19 dangling off the 5 means 5.13.19. If it just said 5.13.19, it would be unclear where on the circle the numbers were situated, which suggests that the positions on the circle are important.

I think that the numbers are not the actual cryptogram, but they show the order in which you need to examine certain points on the circle.

The circle looks like it has 34 "points" on it, only eight of which have numbers on them. These points have either two, three, four or five numbers on them.

It could be that each occupied point on the circle represents a letter of the alphabet, which would give a 23-character message made from eight different letters, and assuming that the numbers mean the ordering of the letters, the message would be of this form (assuming I haven't made a silly mistake):

ABCCDEAFGHBADCECBADAFGH

where A through H represent the letters used in the message.

Then again, that's probably total rubbish. The numbers 1-23 and the circular shape seem to indicate that the clock idea's more likely.
