It is because of some program that was installed. Uninstalling this program won't fix it. If I remember correctly, you have to go into IE's internet options and under "Temporary Internet Files" click the settings button. Then, under "View Objects" there should be a list of some programs installed. Delete all the ones that you don't want (select and hit the delete key) and restart the machine to be on the safe side. If I remember correctly, that should take care of it. Good luck!
